Computer Never Sleeps

XPS 14 (L421X, Mid 2012) Windows 8.1

The computer refuses to go to sleep when it is idle, either plugged in or on battery mode. The windows power settings are fine. I have reset them to default (Balanced mode). It is set to sleep after 30 minutes under AC power, and 15 under battery.

Using "powercfg -requests" from the command prompt shows nothing preventing sleep. The only clue I have found is in the system logs:

BTHUSB event ID 30. The local adapter does not support an important Low Energy controller state. The minimum required supported state mask is 0x1f7fffff, got 0x1f3fffff. Low Energy functionality will be disabled.

Not sure if this error could be the culprit.

Anyone have suggestions?
