Please try the below mentioned steps to isolate the issue:
- Restart the system and tap F8 key repeatedly at Dell logo screen for windows "Advanced Boot Options".
- Use the up/down arrow keys to highlight “Last known good configuration“and press enter.
- If the computer does not boot to windows, restart the computer and repeat Step 1.
- Use the up/down arrow keys and select Safe mode, and then press enter.
If the computer boots in Safe mode, we can do a clean boot:
- Click Start, type msconfig in the Start Search box, and then press ENTER.
- If you are prompted for an administrator password or for a confirmation, type the password, or provide confirmation.
- In the System Configuration Utility dialog box, click Selective Startup on the General tab.
- Click to clear the Load Startup Items check box. (Note The Use Original Boot.ini check box is unavailable).
- Click the Services tab.
- Click to select the Hide All Microsoft Services check box.
- Click Disable All, and then click OK.
- When prompted, click Restart.
