Shutsdows after few seconds

Hi,

This is Dell N4030 . I changed the motherboard to resolve the issue "turns of after 5-10 minutes".  Now this new motherboard is even worst. When I turn on, after 5-10 seconds the heat sink fan makes a big noise and turns off (and sometimes with scrambled display). What might be the issue here?
