My laptop (inspiron 3537) doesn't start while connected to the power. It does, however, starts normally on battery when power is disconnected. It functions normally on power and on battery after it starts.
Additional Information:
Interestingly, it DOES start normally with power connected from suspend mode on Linux Mint. (I have only OS installed on my laptop is Linux Mint).
