TouchFreeze should handle the typing problems. For the scrolling, try setting the scroll band wider in the Pad Control Panel. If it on the narrow setting, you may be overlapping onto the active pad section. If you driver doesn't have this setting, then you need to obtain a better driver. Toshiba has updated drivers for both Alps and Synaptics pads for all operating systems. They will work on Dell laptops. Go to the Toshiba site and find the drivers section.
