repeated keypresses on Latitude e7450

I am experiencing this issue:

(repeated keypresses) with my new Latitude e7450 under Ubuntu. So it seems that there has to be BIOS update to fix it. Now I am wondering:

1. which BIOS update will fix this issue?

2. how do I install a BIOS update without having Windows installed?

And of course I am secretly wondering:

3. is every DELL Laptop shipped with the same issue that is only fixed in a later BIOS update?
