Vostro 3560 Video and Camera conflict

Hello there,

I have a really interesting problem. My video card and the camera gets in conflict every time.

The details:

I had this conflict long time ago on WIndows 8, so to solve this, I made a clean, new WIndows 8.1 installation, and updates immediately. The windows log-in screen and "restarting" or log-in screen was not appearing. Just the theme background and two (??) wifi icons. Internet forums suggested four options:
1. Change theme color
2. Change lock screen picture
3. Reinstall display drivers (Automatic Windows Search)
4. Reinstall display drivers from manufacturer website.

The first three option did not help, but the fourth option (Installing AMD Catalyst Driver, which detects the device and installs the driver) made the job. BUT! Since that installation, the webcam doesn't work.

If I click on the actual display card (Radeon HD 7670M) in Device Manager to update the driver, it lists two:
1. AMD Radeon HD 7600M Series
2. AMD Radeon HD 7670M

If I select the old (2.) driver, and restart the computer, the webcam starts to work, but the graphics are weird again. After a while, the system automatically sets the driver to (1.), so then the graphics are OK, but the webcam doesn't work.

PC: Dell Vostro 3560

Video cards:
Intel HD Graphics 4000
AMD Radeon HD 7670M

System: Windows 8.1 N 64-bit

I have installed Dell Webcam Central as well, but no result. The Support Assist detect the webcam failure as well.

I would be thankful, if you share some thoughts what can I do, because there is NOT A SINGLE OPTION TO CONTACT DELL with this detailed problem.
