Inspiron 5000 17" touchpad problems

Hi Folks,

Just got a new inspiron 5749.  Two issues with it:

1) The touchpad rattles quite a bit to even the lightest touch.  It sounds like plastic on metal every time I touch it.  Is this normal?

2) The two finger scroll speed is unbearably slow.  I tried to adjust it through the dell touchpad settings but they won't load.  I've installed and uninstalled the driver to no avail.  Is there no way to make the scrolling faster?  I tried using windows 8 precision touchpad section but it does not permit control over the two finger scroll speed.
