Latitude E6510 will not power up.

I read the problem just answered on a 6420 that would not power on. It may be the same with my 6510, but the question I need answered comes before disassembling the laptop. Here's the scenario so far:

The charger is a typical slimline 90 watt 3 prong AC unit, 19.2v DC at 4,62 amps. The blue LED on the power plug is lit until it is inserted into the charging port, Then, the LED goes out and stays out until unplugged from the AC and plugged back in. And, measured voltage on the DC plug is 19.9 volts between the outer shell (ground) and inner sleeve (+ v). After the LED is out, the measured voltage is between the inner sleeve and outer shell is 0. The center pin is at 0 volts, always.

There is no difference if the battery is in or out.

Is this indicative of a bigger problem, or maybe a different one?
