Laptop tries to boot up over and over without success

Hello.  I have several Inspiron N7110 laptops and all out of warranty.  One of them is having a booting problem.  When the computer is turned on it will go to the Dell Inspiron screen with the progress bar (F12 and F2 lower right), but will go no further and then immediately attempt to reboot again.  It tries to reboot endlessly with the same result.  There are no beeps.  The 3 lights on the upper right of the keyboard will turn on (white) in this sequence quickly 1--1off--2--2off--3--3off--2--2off--1stays on--2stays on--3stays on (now all 3 are on) and then they all quickly dim off to reboot again.  The only noise is a few quick clicks in the CD drive and the fan will work.  F12, F2, and F8 does not work.  I can't get to safe mode or anything else.  I put several discs in the CD drive including XP Professional setup and a rescue disk and nothing was recognized.  Thinking that it might be a static issue, I've unplugged the power, removed the battery and pressed the power key for 30 seconds and then reinserted the battery and tried again, but nothing happened.  There is nothing attached to the computer (printer, speakers, etc).  I hit all of the keys on the keyboard several times thinking something might be stuck.  I thought about removing the hard drive and making it function as an external drive or placing it in another laptop to see if it at least worked, but after watching a Dell video on how to remove the hard drive from the Inspiron N7110, I realized why I'm a financial guy and not an IT guy.  Yup, I wouldn't be a brain surgeon either!  :)

Can anyone please help?
