Inspiron Mini 10 (1018) - Won't boot, four flashing lights

Hello, I have a Mini 10 that is about two years old (actually, nearly exactly two years old). Tried booting it up after around a month of non-use and it won't boot.

The power LED flashes white, the two LEDs above the ethernet connector flash orange, and the LED to the right of the camera flashes white. The screen flashes between black and slightly darker black. While I just really noticed this trying to boot up the other day, the ethernet lights have been flashing for a couple of weeks at least, since I noticed them and didn't think anything of it.

It does not POST nor go to BIOS. It occurs anytime the laptop is plugged in with or without the battery in it.

What's been tried already:

Checking connections for - Processor, ram, hard drive, all internal cables. All connected.

A different power supply - No change.

Holding the power button for 45 seconds.

The CMOS battery has been removed and tested (2.9V on the voltmeter) I didn't have an alternate to change it with.

And that's where I am. No changes from all the tests, no obvious buildup or shorts. The lights usually correspond to error codes, but I cannot figure out what this one means. Any help would be appreciated. Thanks!
