The following message appears after I press the power button:

No booteable devices - strike F1 to try reboot, F2 for setup utility.

Press F5 to run onboard dignostics.

Following the DELL knowledge base I discard a POST problem.

I disconnect all external devices and the problem continues.

I cannot Restore the operating system to factory settings or install OS again.

I try to re-install OS win10

Dell ePSA Pre-boot System Assesment displays All devices OK.

* I was unable to install Ubuntu because the partitions could not be created on the Hard Disk

I update the BIOS: BIOS Update v. A11 using a Booteable USB with FreeDOS. Upgrade from A09 -> A11 using a Bootable USB with FreeDOS.

Setup of Rufus:
MBR compatible with UEFI

I think the problem could be in the mSATA SSD but is expensive buy another SSD and check if this is the problem.

Please your support after replace the mSSD.
