I got a problem with my 2nd hand Latitude D830 T2500 notebook. The preinstalled WinXP doesn't manage the cpu stepping at all.
The 2 cores run at 1.5 GHz no matter whether idle or under full load.
Speed stepping and dynamic acceleration are enabled in the bios system settings.
WinXP power management is set to laptop, but none of the settings makes any difference concerning speed stepping of the cpus.
I'm able to manipulate the cpu clock (and core voltage and multiplier) with external tools such as RMClock. But WinXP itself doesn't do any power management of the cpus.
My Bios version is A16 which is a bit strange, because Dell support site provides version A15 as the latest for my service tag.
Does anybody have an idea how I can get WinXP power management to take over control of the cpu clock/stepping?
