XPS 15 9550 +20 seconds BIOS bootup

I replied to some related threads but in order to bring this to the attention I make a new thread.

My XPS 15 9550  manufactured on October 2016 has a very slow BIOS bootup time.  It takes up to 22 seconds from pressing the power button to getting the Dell logo. This behavior existed with the factory BIOS (1.2.12) and is still there with the newest BIOS (1.2.18). Notice that simply restarting the laptop yields a BIOS bootup time of less than 5 seconds.

Specs: XPS 15 9550, Intel i7, 16GB Ram, 512GB Toshiba SSD, FHD 1080.

BIOS: 1.2.12, 1.2.18

Some of the things tried:

  • Disable USB Boot options
  • Disable UEFI
  • Disable SATA
  • Disable SupportAssist
  • Set POST bootup to minimal
  • Set POST bootup to 0 seconds
  • Set POST bootup to 5 seconds in order to see POST messages (got blank black screen instead of messages)
In the best case I managed to get 17 seconds which I still find unacceptable since
some extra time is spent at the Dell logo and then there is the OS bootup time as well. In total
this yields 27 seconds total bootup time which is crazy considering the premium price of the laptop.
Computers 5 years older were faster than that!

I am hoping this gets resolved fast since from what I have seen BIOS updates are quite frequent.
