I found a way to re-flash the bios. I made a USB stick bootable using Wincris. Ran the dell bios update which extracted the files to the windows temp file. I copied the bios file to the USB drive and renamed it BIOS.wph. I also copied phlash16 to the USB disk. While holding the End Key I plugged in the AC power cord with started the bios up date. I ran for about 5 minutes. The bios re-flash worked. The re-flash did not fix the charging problem but it did fix my intermittent keyboard issue.
Since the bios did not fix the charging problem I found a article that said that the AC power connector had a problem. I followed the instructions in the service manual to replace the power button board to get access to the AC power connector. I did not have to remove the button board. I found that the grey wire to the AC power connector was broken. It looked like it had been nicked when assembled. I re-soldered the wire to the connector. After re-assembling the laptop I checked and found that the problem was fixed!!!!
Repairing the broken grey wire on the AC Power connector fixes the problem, power connected but not charging. An indication that you might have this problem is the white charging led blinks 3 times then turns to amber when the AC adapter is plugged in.
